Fri, Nov 21, 2025 | 11:00 am EDT

The Capitol Forum will host Brian Shearer, Director of Competition and Regulatory Policy at the Vanderbilt Policy Accelerator for Political Economy and Regulation, for a conference call with Executive Editor Teddy Downey. The conversation will explore insights from Shearer’s recent paper, Price Gouging Captive Customers which outlines how companies exploit consumers in captive markets—like stadiums, airports, hospitals, and prisons—and how existing laws can be used to combat these practices.

Join us to learn more about:

  • How companies overcharge in monopolistic or captive settings
  • Legal frameworks to stop “island pricing” and UDAAP violations
  • How federal, state, and private actors could act now to enforce existing law
