They will examine how financial institutions have become instruments of U.S. foreign policy, the tradeoffs between international objectives and domestic regulatory mandates, and potential reforms to better align financial regulation with the goals of financial statecraft.

Graham Steele Bio:
Graham Steele is an Academic Fellow at the Rock Center for Corporate Governance and a Fellow at the Roosevelt Institute. He previously served as the Assistant Secretary for Financial Institutions at the U.S. Department of the Treasury (2021–2024), where he oversaw policy related to banks, credit unions, insurance, consumer financial protection, community development and investment, and financial sector cybersecurity.
Earlier in his career, Graham directed the Corporations and Society Initiative at Stanford Graduate School of Business and was a Senior Fellow with the American Economic Liberties Project. He also served as Minority Chief Counsel for the U.S. Senate Committee on Banking, Housing & Urban Affairs; Legislative Assistant to Senator Sherrod Brown; and staff director of the Subcommittee on Financial Institutions & Consumer Protection. His writing has appeared in the New York Times, Washington Post, Bloomberg Opinion, Yale Law Journal, and other leading journals.
