X to Face Fine Under EU Digital Rules as Soon as Friday, Sources Say

Published on Dec 04, 2025

The European Commission is poised to fine X in the coming days and possibly as soon as Friday in what would be the executive’s first-ever sanction under its content moderation and transparency law, according to two sources with direct knowledge of the matter.

The timing could still shift as EU officials are still debating the date and size of the penalty, these people warned.

The fine under the Digital Services Act (DSA) is over alleged failures in advertisement transparency, data access and deceptive design violations, the sources said. The sanction is expected to be modest. Last year, the commission issued preliminary charges against X, formerly known as Twitter, for deceiving users. The platform’s verified blue checkmarks don’t allow users to make informed decisions about the accounts they interact with, the EU executive said at the time.
