The Capitol Forum has appointed Rebecca Whalley as Senior Correspondent, strengthening its coverage of UK competition policy, mergers and regulation as decisions by British watchdogs play an increasingly important role in shaping global markets and corporate strategy.
Based in London, Whalley joins The Capitol Forum on September 1. She will provide investigative reporting and in-depth analysis of the Competition and Markets Authority (CMA), the Digital Markets Unit and other UK regulators whose decisions increasingly influence dealmaking, competition enforcement and business strategy in Britain and beyond.

Whalley joins The Capitol Forum from Global Competition Review, where she covered global antitrust enforcement, litigation and mergers. She previously reported for two leading UK newspapers, covering news, culture and current affairs. She holds degrees in English Literature from the University of Birmingham and the University of Oxford, as well as a gold-standard diploma in multimedia journalism. She speaks English and French.
Whalley joins a growing European team under Espinoza’s leadership that combines investigative rigor with nuanced analysis of the decisions shaping Europe’s markets. Her reporting will further enhance The Capitol Forum’s specialized coverage of UK mergers and antitrust policy.
